Studying in a hostel room with roommates watching Reels is Impossible. Studying at home with guests coming over and doing home work is Distracting.
Most students think the only solution is joining a fancy “AC Library” that charges ₹1000 to ₹1500 per month. But let’s be honest, not everyone wants to spend that much money just for a chair and a table.
As an Odia aspirant who loves researching, I went around the city to find the best free (or almost free) places where you can study peacefully and prepare.
Here is my list.
1. Harekrushna Mahtab State Library.
This is the most famous library in Odisha, located right in the heart of the city (Unit-4). It is a government library, so it is huge and very affordable.
- Is it Free? Almost. You have to pay a small one-time registration fee (around ₹225 for 3 years, and you get ₹200 back when you leave). So, practically, it costs you just ₹25 for 3 years!
- It has a massive collection of books. You will see hundreds of serious aspirants here. The atmosphere is very competitive. just seeing others study will make you want to study.
- Because it is so popular, it gets very crowded. If you want a seat, you need to reach there by 7:30 AM or 8:00 AM means earlier than others.
- Location: Unit-4, Near Keshari Talkies (Bhubaneswar).
2. Ramakrishna Mission (Vivekananda Library)
If you live near Old Town or Lingaraj Temple area, this is a hidden gem. This library is run by the Ramakrishna Mission, so it is extremely disciplined and quiet.
- Is it Free? Not 100% free, but very cheap. They charge a small annual fee (around ₹240 per year). That is less than ₹20 per month!
- Pin-drop silence. It is one of the most disciplined places I have seen. They also have a great collection of spiritual and self-help books if you feel stressed during your preparation.
- Location: Vivekananda Marg, Near Ravi Talkies/Old Town.
3. Forest Park (Biju Patnaik Park)
Okay, this is not a “building,” but hear me out. If you go to Forest Park in the morning (6 AM to 9 AM), you will see dozens of students sitting on benches or under trees with their notes.
- Is it Free? Yes, 100% Free.
- Fresh air and nature. It is great for memorizing or reading Current Affairs magazines. However, it gets hot after 10 AM, so this is best for early morning study sessions before your coaching classes start.
- Location: Unit-1, Near Capital Hospital.
4. Parija Library (For Utkal University Students)
If you are studying at Utkal University (Vani Vihar), you are lucky. The Parija Library is legendary.
- Is it Free? Free for university students.
- It is huge and has a very academic environment.
- Note for Outsiders: Technically, it is for university students. However, sometimes if you request politely or have a friend there, you might get to sit and read in the common areas, but don’t count on it as a permanent solution if you are an outsider.
Paid Libraries
I know this post is about “Free” libraries, but I want to be honest with you. If you need Air Conditioning (AC), Free Wi-Fi, and a Reserved Seat (so you don’t have to fight for a chair every morning), the free options might not work for you.
In 2025, many private “Reading Rooms” have opened in Nayapalli, CRP Square, and Acharya Vihar.
- Cost: They usually charge ₹800 to ₹1200 per month.
- If you can afford it, yes. It saves you time. But if you are on a tight budget, the State Library (Option 1) is still the king.
My Final Advice
Don’t wait for the “perfect” room to start studying.
- If you have ₹25, go to the State Library.
- If you have ₹0, go to Forest Park in the morning.
- If you have a job or pocket money, pick a Private Reading Room nearby to save travel time.
