Selection Process

Recruitment happens in two stages:

  1. Stage-I: Computer Based Test (CBT) — 120 marks as detailed above.
  2. Stage-II: Certificate Verification — Candidates are shortlisted as per a provisional merit list and called to produce original academic certificates and other documents. Being called for verification does not create any legal right to appointment; candidates who fail to appear will have their candidature rejected.

Final Merit List: Prepared category-wise, based on CBT marks, only among candidates found suitable at the certificate verification stage. If vacancies remain unfilled after verification, additional candidates may be called in merit order. The merit list remains valid for 1 year from the date of approval and may be used to fill future vacancies arising within that period.

Tie-Breaking Rule: If two or more candidates score identical marks, the older candidate (by date of birth) is ranked higher. If the date of birth is also the same, ranking follows alphabetical order of names.

Normalization: If the CBT is conducted across multiple sessions/sittings (due to volume of candidates), OSCSC will apply a percentile-based normalization procedure to offset any difficulty-level variation between different question sets.

Provision for Scribe Assistance (PwD Candidates)

PwD candidates with 40% or more permanent disability affecting their writing ability can use a scribe, subject to:

  • Submitting a certificate (Annexure-A format) from a CDM & PHO/Civil Surgeon/Medical Superintendent of a government healthcare institution, confirming the physical limitation.
  • Possessing a valid permanent disability certificate/UDID card.
  • The scribe’s qualification must be one step below the candidate’s own qualification, and from a different subject/stream.
  • Eligible candidates get 20 minutes of extra time per hour in the exam.
