The Odisha Public Service Commission (OPSC) has released Advertisement No. 07 of 2026-27 for the recruitment of Assistant Executive Engineer (Civil) in the Odisha Municipal Engineering Service Cadre under the Housing & Urban Development Department.

Eligibility Criteria

1. Educational Qualification

  • Candidates must possess a Graduate Degree in Civil Engineering (B.E. / B.Tech) from any University or Institution recognized by the Government. OR
  • Candidates must be an Associated Member of the Institution of Engineers of India (AMIE) in Civil Engineering.

2. Age Limit (As on 01.01.2026)

  • Minimum Age: 21 Years (born not later than 1st January 2005).
  • Maximum Age: 42 Years (born not earlier than 2nd January 1984).
  • Upper Age Relaxation:
    • 5 Years for SC / ST / SEBC / Women / Ex-Servicemen.
    • 10 Years for Persons with Disabilities (PwD) with 40% or higher permanent disability.
    • 15 Years cumulative relaxation for SC/ST/SEBC PwD candidates.

3. Language & Service Prerequisites

  • Must be a citizen of India.
  • Must be able to read, write, and speak Odia and must have passed Middle School / HSC / Class-VII with Odia as a language subject or passed the ME Standard Odia Language Test.

Examination Fee & Unique Refund Policy

  • Fee Amount: ₹700/- for UR and SEBC candidates.
  • Fee Exemption: Candidates belonging to SC, ST, and PwD categories are completely exempt from paying any examination fee.
  • Important Refund Provision: Under the Odisha Payment of Recruitment Examination Fees and Refund Rules, 2025, the ₹700 examination fee will be refunded to candidates who actually appear in the Preliminary Examination. Stage 1: Preliminary Examination (Screening Test)

  • Pattern: 1 Paper comprising 100 Objective Multiple Choice Questions (MCQs) in Civil Engineering.
  • Total Marks: 100 Marks (1 mark per correct response).
  • Duration: 1 hour 30 minutes (90 Minutes).
  • Negative Marking: 25% (0.25 marks) will be deducted for each incorrect answer.
  • Shortlisting Ratio: Candidates up to approximately 10 times the number of advertised vacancies in each category will be shortlisted for the Main Examination based on Preliminary merit. (Marks in Prelims are screening only and not counted in the final selection).
